SNAP Benefits in California (CalFresh)

California runs the third-largest SNAP program in the country. The state calls it CalFresh, and it is administered by the California Department of Social Services (CDSS) through each county's social services office. That is an important distinction: unlike many states where you deal with a single state agency, in California your application goes through your county. Los Angeles County alone processes over a million CalFresh cases.

California is a BBCE state, which means the gross income limit is set at 200% of the Federal Poverty Level rather than the standard 130%. For a family of four in 2026, that means you could earn up to roughly $5,000 per month and still qualify. California also eliminated the asset test, so money in your bank account or your car will not count against you. This makes CalFresh one of the most accessible SNAP programs in the country.

One thing that catches people off guard: California uses a Standard Utility Allowance (SUA) system rather than asking you to report exact utility costs. If you pay for heating, cooling, or cooking fuel, the state applies a flat deduction that can be more generous than what you would get by reporting your actual bills. This can significantly increase your benefit amount.

Who Runs CalFresh in Your County

Each of California's 58 counties has its own social services department that handles CalFresh applications. In LA County, it is the Department of Public Social Services (DPSS). In San Francisco, it is the Human Services Agency. In San Diego, it is the Health and Human Services Agency. The rules are the same across the state, but the application process and customer service experience can vary by county. You apply in the county where you live.

The California EBT Card

California issues benefits on the Golden State Advantage EBT card. Benefits are loaded on the first 10 days of each month, based on the last digit of your case number. If your case number ends in 1, you get benefits on the 1st. Ends in 0, you get them on the 10th. The card works at grocery stores, farmers markets (many offer Market Match which doubles your CalFresh dollars for fresh produce), and online through Amazon, Walmart, and other participating retailers.

CalFresh and SSI Recipients

A major change took effect in 2019: SSI recipients in California became eligible for CalFresh for the first time. Before that, California was the only state where receiving SSI automatically disqualified you from SNAP. If you are on SSI and were previously told you do not qualify, you should apply again. You likely do now.
